Proposed requirements
Cubs: Group effort, guides by leaders, internet pen-friends, exchanging pictures, etc., blogs, collection/building things. Open to interpretation
Scouts: Individual effort, participate in an international event with other Sea Scouts
Rovers: Project across orders
Leaders: Organize an international event, join an activity aboard; have over 50% of their scouts win the award.
Suggested design
Ron feels that it should be in 2 parts that when joined to create a single badge. No more than 8 colors should be used. It should not be too big.
